He designs, implements and manages public policies, both in national and international level.

He agrees on international treaties for the benefit of the country.

He performs managerial and consulting functions and techniques in the different management area of the public institutions, which includes the resources management, analysis and development of administrative systems and elaboration and implementation of public policies.

He interprets and evaluates the *economic-*financial situation of the government.

He promotes and performs government projects according to the legal aspect and the budget.

He motivates, mobilizes and leads people to carry out government social plans thus achieving the State objectives.

In the private sector, he carries out tasks in the human resources scope, the organizational design and development, projects, the executive management and team work.
